Picture Windows: Cost, Safety Glass and Pairings

What picture windows cost per cost surveys, when large fixed glass falls under the code's safety glazing rule, and how to pair a picture window with opening windows.

A picture window is a window that does not open 1. With no sash to move, it can be built larger than an operable window and has no moving parts or hardware to adjust, and Andersen calls it the most energy-efficient window type 1. The trade-offs are no fresh air, exterior cleaning from outdoors, and, for large panes set low near a floor, a code rule that may call for safety glass.

On price, Fixr's picture window guide, updated January 31, 2025, reports $734 to $1,335 per window replaced, with a national average of $1,019 2. Modernize, updated August 28, 2026, reports $600 to $2,500 per window including materials and labor, with an average of $800 4. Fixr's general replacement guide, updated January 21, 2026, lists picture windows at $300 to $1,600 3. The sections below explain why these differ.

What picture windows cost

Survey (date)What the figure coversRangeAverage
Fixr picture window guide 2 (January 31, 2025)Replacement, per window$734–$1,335$1,019
Fixr replacement guide 3 (January 21, 2026)Per window, from its type table$300–$1,600—
Modernize 4 (August 28, 2026)Per window, materials and labor$600–$2,500$800

Why they differ: picture windows range from small accent units to wall-sized glass, so a single range has to stretch. Fixr's own picture window page reports a low end of $79 and a high end of $3,062, figures that match the smallest and largest of the decorative shapes it prices 2, and its general guide gives a wide type range without stating whether every row includes installation 3. Fixr says it draws on pricing databases, contractors and industry experts 2 3. Modernize says its size prices come from comparing common picture window sizes across manufacturers, and it puts labor at about $70 to $300 per window 4. The dates differ too: Fixr's dedicated page is older than the other two.

Size

Size is the largest single driver. Fixr's figures by area:

Window areaFixr range
12–23 sq. ft.$418–$760 2
24–32 sq. ft.$487–$886 2
33–44 sq. ft.$580–$1,056 2
45–55 sq. ft.$1,421–$2,585 2

Modernize lists average installed costs from $230 for a 3 by 2 foot window to $1,050 for a 6 by 5 foot window 4. Andersen notes that oversized units can be harder to install and may need several installers 1, which is part of why the largest sizes jump in price.

Frame material

Fixr reports $171 to $312 for aluminum, $387 to $703 for vinyl and $827 to $1,504 for wood 2. Materials are compared in window frame materials compared, and glass options in low-e glass explained.

New openings

Enlarging an opening to fit a bigger picture window is structural work. Fixr lists $1,692 to $3,079 for an engineer to confirm the wall can carry the new opening and $66 to $121 an hour for a framing contractor 2.

When a picture window needs safety glass

Large fixed glass near a floor is where the safety glazing rule for windows comes into play. In the 2018 North Carolina Residential Code it is Section R308.4.3. As quoted by the North Carolina Office of the State Fire Marshal in its interpretation of R308.4.3 for the 2018 North Carolina Residential Code, glazing in an individual fixed or operable panel is a hazardous location when it meets all four of these conditions 5:

  1. The exposed area of a single pane is larger than 9 square feet.
  2. The bottom edge of the glass is less than 18 inches above the floor.
  3. The top edge of the glazing is more than 36 inches above the floor.
  4. One or more walking surfaces are within 36 inches, measured horizontally and in a straight line, of the glazing.

The same text lists three exceptions, including decorative glazing and a protective horizontal rail installed 34 to 38 inches above the walking surface 5. California's 2025 code carries the same four conditions as Section R324.4.3 6. The office's answer is that if any one of the four conditions is not met, the window does not have to be tempered under that section 5. In practice, that means a big picture window with a sill 18 inches or more above the floor may fall outside the rule, while a low, floor-to-near-floor window beside a walkway may fall inside it.

Other locations can apply to picture windows as well. California's 2025 Residential Code also treats glazing within 24 inches of either side of a door, with a bottom edge less than 60 inches above the floor, as a hazardous location, as the City of Dublin's safety glazing handout summarizes 6. The same handout covers glazing near bathtubs, showers and stairs 6.

Each state and city adopts its own edition of the code and may amend it, so the local building department has the final word for your address; ask the installer which edition applies and whether the quote includes tempered glass where needed. Tempered glass is glass strengthened by reheating it and cooling it quickly, so it breaks into small pieces 7. More on permits is in do you need a permit to replace windows.

Pairing a picture window with opening windows

A picture window brings light and view but no air, so it is often the fixed center of a combination. Andersen says window combinations almost always include picture windows, and its main example is a bay with a fixed center and operable windows on each side 1. Common pairings:

  • Flanking casements or hung windows. Opening windows on each side supply air, while the center stays an unbroken pane. See casement windows and double-hung window cost.
  • An awning above or below. A short awning hinged at the top vents the room without breaking up the main glass; see awning window cost.
  • A bay or bow. The picture window sits in the center of a projecting unit; see bay and bow window cost.
  • A slider instead. Where a wide opening needs air across most of its width, a horizontal slider is the alternative; see sliding window cost.

Each operable unit adds hardware and cost, so ask for a combination to be quoted as one unit with a line per window.

One more point: a picture window cannot serve as an emergency escape opening, since it does not open. A bedroom that needs one is covered in egress window cost.

Before you get quotes

Measure each opening, note the sill height above the floor, and note anything within about 3 feet of the glass, such as a walkway, door, tub or stair, so installers can say whether safety glass applies. Ask each one to quote the same size, frame and glass. How to compare window quotes explains what a written quote should list, types of windows compares fixed glass with the other styles, and window replacement cost covers the whole house. When you are ready, you can compare quotes from window installers.
