Window Replacement in San Antonio, Texas

Replacing windows in San Antonio: the city's repair permit, contractor registration, the historic-district window standards, and the glass criteria for Bexar County.

In San Antonio, replacing windows takes a city permit. The Development Services Department (DSD) issues a minor repair permit that covers windows over the counter, and the only window item on its list of work that typically needs no permit is "Window repair (replacing of broken glass only)" (DSD residential permits; No Permit Required list) 13. A contractor who pulls the permit has to be registered with the city (contractor registration) 4.

If the house is in one of San Antonio's 32 local historic districts, or is a landmark, exterior window work also needs a Certificate of Appropriateness from the Office of Historic Preservation, and the preservation office publishes detailed window standards for those homes (OHP project review) 678. For every house, Bexar County's place in ENERGY STAR's Southern climate zone sets the glass criteria worth asking about 910.

Do you need a permit to replace windows in San Antonio?

Yes, for replacing whole windows. DSD's residential permits page lists a Minor Repairs permit for "Windows, Doors, Walls, Siding and Floors," issued over the counter at its One Stop (DSD residential permits) 1. The city's Residential Repair Permit Application asks for the number of windows being replaced and notes "No permit required for broken glass replacement" (repair permit application) 2.

The application sets some limits worth knowing before a quote:

  • Structural work changes the path. If two or more exterior walls will be repaired, modified or replaced, plan review is required and that form is not used 2.
  • Framing means an inspection. If framing is performed, a framing inspection is required, and an engineer's report may be required, as determined by the inspector in the field; a final inspection follows 2.
  • Scope is fixed. Only the work described on the permit may be done; anything more will result in additional review, which may require plans and additional fees 2.
  • Six months. The application says the permit is valid for 6 months from issuance 2.
  • Other trades. Mechanical, electrical and plumbing work needs separate permits 2.

The permits page links the BuildSA portal for permit search and online services, and gives the office at the Cliff Morton Development and Business Services Center (DSD residential permits) 1. The No Permit Required page also notes that properties in a historic, neighborhood conservation or corridor district may face restrictions on design and materials 3. The article on whether you need a permit to replace windows shows how the rules differ elsewhere.

Who may pull the permit and do the work

San Antonio has two paths, both on the city's pages:

  • Homeowners. DSD says a homeowner can apply for specific permits to work on their own home 1. On the repair permit application, a homeowner attests that they own and will own (occupy or rent) the house for 12 months after the project, citing City Code 10-115(a)(1), and takes responsibility for the inspections (repair permit application) 2.
  • Registered contractors. To receive a permit for limited repair and replacement work, such as non-structural remodeling, a contractor must be registered with the city as a Home Improvement Contractor. Registration requires an FBI national background check and a certificate of liability coverage naming the City of San Antonio, and the city lists a $150 fee for two years. Structural alterations need a Residential Building Contractor registration ($170 for two years), whose holder or an affiliated agent must hold a Residential ICC certification or another the Building Official approves (contractor registration) 4.

The city's Contractor Search looks up contractors that hold a license or registration in the San Antonio area, and DSD publishes a Contractor Sanctions Report of canceled or suspended registrations (Find a Contractor) 5. So for each installer, ask: what is your City of San Antonio registration number, and does it show up in the Contractor Search? At the state level, the Texas Department of Licensing and Regulation's list of regulated programs has no window or general home-improvement contractor program (TDLR) 13; the Texas page explains more. The guide on how to choose a window installer covers the rest.

Historic districts: San Antonio's window standards

The Office of Historic Preservation (OHP) says San Antonio has 32 locally designated historic districts, including King William, Monte Vista and Mission, and that exterior scopes of work on designated properties require its review and approval (OHP historic districts) 7. Its project-review guidance says all exterior modifications and repairs for properties with a historic zoning overlay require a Certificate of Appropriateness, including work on side and rear yards, that requests qualifying for administrative approval are processed without a hearing, and that others need a public hearing (Before Getting Started) 6.

OHP's windows policy guide (September 2022) favors repair. It treats missing glass, broken cords and partly rotted parts as repairable, and counts a window as beyond repair when components are missing, rot is extreme, or 50% or more of its parts must be reconstructed (OHP windows policy guide) 8. If full replacement is approved, the guide's standards include:

  • Material. Primed and painted wood exterior finish; "Clad, composition, or non-wood options are not allowed unless explicitly approved by the commission" 8.
  • Sashes. Meeting rails no taller than 1.25 inches and stiles no wider than 2.25 inches, with equal top and bottom sashes unless approved otherwise 8.
  • Depth. At least 2 inches from the front face of the trim to the front face of the top sash 8.
  • Glass. Clear glass; the guide says low-E or reflective coatings "are not recommended for replacements," and real exterior muntins rather than interior grilles where divided lights are approved 8.
  • Installation. A block frame without nailing fins, and no resizing openings to fit stock sizes before approval 8.

The guide also suggests weather stripping, storm windows, shades and interior window film as ways to improve an existing window's performance 8. OHP staff give property-specific guidance at (210) 207-0035 8. Before signing, ask any installer whether the product quoted meets these standards and who will apply for the certificate. Neighborhood associations and HOAs may add their own rules; check them.

San Antonio's climate and the glass

ENERGY STAR places Bexar County in its Southern climate zone (ENERGY STAR climate zone finder) 10. Under the Version 7.0 criteria, a Southern-zone window qualifies with a U-factor of 0.32 or less and a solar heat gain coefficient (SHGC) of 0.23 or less, plus an air leakage limit of 0.3 cubic feet per minute per square foot (ENERGY STAR criteria) 9.

SHGC is the share of the sun's heat that gets through the glass, and the weather explains the tight cap. NOAA's 1991-2020 normals for San Antonio International Airport show an average summer (June to August) high of 94.4°F and about 122 days a year reaching 90°F or more, against about 14 days with a low of 32°F or colder (NOAA climate normals) 11.

For a house outside the historic districts, ask of each quote:

  • What are the NFRC-rated U-factor and SHGC of the exact unit, and do they meet the Southern-zone criteria?
  • Which low-E coating is on the glass?
  • Are west-facing windows, which take the afternoon sun, treated any differently?

In a historic district, where OHP does not recommend low-E coatings on replacements, raise the energy question with OHP staff before choosing glass 8. The energy-efficient windows explainer and the article on storm windows cover the options.

What window replacement costs

This article does not quote a San Antonio price, because the cost surveys it relies on report national figures. As a national reference, Fixr reports an average of about $800 per window, typically $450 to $1,200 (updated January 21, 2026) 12. The window replacement cost guide compares several national surveys and explains why they differ.

Getting quotes in San Antonio

Ask for written quotes that name the brand and series, the glass package, full-frame or insert installation, disposal, and who pulls the permit, with the contractor's city registration number. The article on how to compare window quotes shows how to set them side by side. When you are ready, you can compare quotes from window installers in the San Antonio area.
