Window Replacement in Las Vegas, Nevada
Replacing windows in Las Vegas: when the city or Clark County wants a permit, the narrow glazing exemption, historic review, and glass criteria for the desert heat.
In Las Vegas, the first question is which building department you answer to. The City of Las Vegas issues permits only inside its own jurisdiction, and its permit page asks you to "make sure you are within the city jurisdiction" before applying, with a link to a jurisdiction map (Apply for a Building Permit) 2. Addresses outside the city fall under Clark County, whose building code defines its jurisdiction as "the unincorporated area of Clark County" (Clark County Building Administrative Code) 5.
The second question is whether your job needs a permit at all. Both the city and the county exempt only a narrow kind of window work: replacing glazing of the same size and type without changing the wall framing. The city's homeowner guide says a permit is needed to cut in a new window opening or widen one, and whenever you "open up the interior or exterior walls" (When Do I Need a Permit?) 1.
Do you need a permit to replace windows in Las Vegas?
The City of Las Vegas Building Department's homeowner guide sets out a general rule: a permit is required if you add to the structure, if you affect the "envelope" of the structure, if you work on its mechanical, electrical or plumbing systems beyond routine maintenance, or if you reconfigure a room (When Do I Need a Permit?) 1. Under building improvements, it lists "cut in a new window or door opening, or widen existing openings" as work that needs a permit 1.
The guide's list of work that needs no permit includes replacement of exterior or interior window glazing, only when all three conditions are met 1:
- the replacement glazing is of the same size, type and thickness;
- the replacement window needs no change to the existing wall framing;
- the existing glazing is not part of a fire-resistive rated construction element.
The guide calls itself "a guide only" and "not all inclusive," and it does not say directly whether replacing whole window units in the same openings needs a permit 1. Ask Building & Safety at 702-229-6251 about your exact job, especially for retrofit units that touch stucco or framing; the article on retrofit windows in stucco and brick explains what that work involves.
How to apply, from the city's pages:
- Portal. Permits that need plans are filed on the city's Citizen Portal (Dashboard); simpler permits can be applied for online without plans 2. The city's step sheet says the online system checks that the address is in city jurisdiction and offers a choice between Building Contractor and Residential Owner Builder (Apply for Permits Without Plans) 3.
- No-plans list. The city's list of permits issued without plans, read for this article, did not include a window permit, and the step sheet says that if your work is not on the list you apply with plans on the Citizen Portal (Online Permits List) 34.
- Who pulls it. The guide advises making sure the contract says who, you or your contractor, is responsible for permits and inspections 1.
Unincorporated addresses: Clark County's rules
If the city's jurisdiction check puts your address outside the City of Las Vegas and in unincorporated territory, the county's rules apply. Clark County's Building Administrative Code, a reprint of Clark County Code Chapter 22.02 with amendments effective March 1, 2022, applies to the unincorporated area of the county (Clark County Building Administrative Code) 5. Its building permit exemptions, section 22.02.190, include "replacement of exterior or interior window glazing and frame only," with four conditions 5:
- the replacement glazing and frame are of the same size, type and thickness;
- they need no change to the existing wall construction;
- the existing glazing is not part of a fire-resistive rated construction element;
- the existing glazing is not required to be safety-glazed.
The county's exemption names the frame as well as the glass, and adds the safety-glazing condition, so the two rule sets are close but not identical 15. The reprint itself notes that only the Clark County Code is the actual law. If the jurisdiction map puts your address in the county, ask the county's building department how its rules apply to your job. The article on whether you need a permit to replace windows explains why the answer varies.
Who may do the work
Contractor licensing in Nevada is statewide, through the Nevada State Contractors Board, and the Nevada page covers its rules and its license search. The city's guide points the same way, telling homeowners to check a contractor's license with the board and to "beware of a contractor willing to work without permits" (When Do I Need a Permit?) 1. For homeowners doing their own work, the guide describes the state exemption in NRS 624.031 for an owner improving a home for their own occupancy and not for sale or lease, and notes that a sale or lease within one year of finishing can be investigated by the board 1.
Questions for each installer:
- What is your Nevada contractor license number, and does its classification fit window work?
- Which department will issue the permit for my address, the city or Clark County, and will you pull it?
- Is the permit's cost in the price?
The guide on how to choose a window installer covers the rest of the vetting.
Historic properties
If a house is on the City of Las Vegas Historic Property Register or inside a locally designated historic district, the city's planning handout says that whenever a building permit is required to alter the property, the applicant must first obtain the approval of the Historic Preservation Commission, and the permit will not be approved until then (How Do I Apply to Alter My Historic Property) 6. Work "minor in nature" may be reviewed in-house by the Historic Preservation Officer and the permit may be approved the same day, and the handout lists window replacement as an example of minor work 6. Applicants may be asked for a Certificate of Appropriateness, which the handout says has no additional fee, and should send drawings, photographs of the house and any manufacturer's brochures 6. It recommends contacting the Historic Preservation Officer before applying. A homeowners association may have its own rules as well; check them.
Las Vegas climate and what it means for the glass
ENERGY STAR places Clark County in its South-Central climate zone (ENERGY STAR climate zone finder) 8. There, a window qualifies under the Version 7.0 criteria with a U-factor of 0.28 or less and a solar heat gain coefficient (SHGC) of 0.23 or less, and every ENERGY STAR window must also meet an air leakage limit of 0.3 cubic feet per minute per square foot (ENERGY STAR criteria) 7.
The SHGC limit of 0.23 is the strictest in ENERGY STAR's table, shared with the Southern zone 7. NOAA's 1991-2020 normals for the city's main airport, listed as Las Vegas McCarran Airport, show an average summer (June to August) high of 102.2°F, about 137 days a year reaching 90°F or more and about 78 days reaching 100°F (NOAA climate normals) 9. Nights at 32°F or below are rare, about 10 a year, and normal annual precipitation is 4.18 inches 9. In that climate, the SHGC on the label deserves close attention.
Questions to put to each quote:
- What are the NFRC-rated U-factor and SHGC of the exact unit quoted, and do they meet the South-Central criteria?
- Which low-E coating is on the glass, and is it the same on the west and south sides as on the rest?
- How will the frame hold up to sun, and how will the installer seal it against dust?
The energy-efficient windows explainer and the article on low-E glass go deeper.
What window replacement costs
This article does not quote a Las Vegas price, because the cost surveys it relies on report national figures. As a national reference, Fixr reports an average of about $800 per window nationally, typically $450 to $1,200 (updated January 21, 2026) 10. The window replacement cost guide sets several national surveys side by side and explains why they differ.
Getting quotes in Las Vegas
Get at least two or three written quotes that name the brand and series, the glass package, full-frame or insert installation, disposal, and who pulls the permit. The article on how to compare window quotes shows how to line them up. When you are ready, you can compare quotes from window installers in the Las Vegas area.
